Evacuations are underway in the Pacific Northwest as intense rain causes extreme flooding in Washington state. State officials say evacuation orders are in place for residents living near the Skagit River north of Seattle and along the Puyallup River south of Tacoma. Some rivers were expected to hit record levels by 4am this morning.        The Trump administration is threatening to sanction the International Criminal Court unless it pledges not to prosecute the President. An administration official said Wednesday they are concerned that the ICC will "turn its attention to the president." The official didn't say if the concern was over the recent U.S. military strikes on alleged drug boats in the Caribbean.        The Senate will vote today on two proposals designed to help Americans pay for health care. The Affordable Care Act subsidies are set to expire at the end of the year. A proposal from the GOP would replace the subsidies with "direct payments" to individuals. A Democratic proposal would extend the subsidies for three years.        The Trump administration says it's creating a militarized zone at the U.S.-Mexico border in California. The Interior Department says about 760 acres of public land are being transferred to the Navy to support "ongoing border security operations" in a new zone that will stretch from the Arizona border to the mountains near San Diego.        A measles outbreak is spreading in South Carolina. The state health department is reporting 27 new cases of the virus since last Friday. About 111 cases have been reported in a northwest part of the state that includes Spartanburg, where the vaccination rate for students is below the 95 percent doctors say is required to protect against outbreaks.        Jennifer Lawrence and Josh Hutcherson are returning for a new "Hunger Games" movie. "The Hollywood Reporter" says Lawrence will reprise her role as Katniss Everdeen for the new movie, "The Hunger Games: Sunrise on the Reaping." Josh Hutcherson will also be reprising his role as Peeta Mellark. The movie is set for release next November.
